So how much did StartLogic pay to get the best rating in webhosting?

Seriously, they are horrible! One time I waited 1.5 hours for a customer service support. I cancelled my service after 24 hours. Who rates these companies to be the best in their industry? Are they paid by the same companies that are supposedly "the best"?
